The question remains how many of these victims will be able to get access to these millions, and what fraction of their losses they will recover when they do.
The Ministry of Justice awarded more than $40 million in forfeiture damages, assets seized from the defendants, including money seized from Konstantin Ignatov, Ruja Ignatova’s brother, who was arrested at Los Angeles International Airport in 2019 and later charged with money laundering and money laundering.
The system works as follows: victims provide written documents through the portal, the Ministry of Justice verifies the losses based on the available documents, and then the recovered money is distributed according to the documents.

If the plaintiffs’ total documented losses exceed $40 million, which is guaranteed by the system’s $4 billion in damages, each plaintiff will receive a fraction of their losses, not a full recovery.
This is not a full refund, but a partial distribution from the confiscated land. The Department of Justice’s seizure of assets in cases of crypto fraud has become more difficult, but it remains limited by what investigators can recover the stolen assets in the first place, the difference in use and fraud in all crypto companies always shows as a major problem in the subsequent recovery.
It is worth noting that co-founder Carl Sebastian Greenwood was sentenced to 20 years in prison for his part in organizing the scheme. The leading expert, Ruja Ignatova – known as the “Crypto Queen” – was added to the FBI’s Most Wanted List in June 2022 and is still at large.
Most of the undiscovered OneCoin continues to almost certainly have moved to an area outside of US jurisdiction. What the Department of Justice found and confiscated is real, but what it represents against total losses is about 1 cent for every dollar stolen.
